According to the objectives of the War Commander game, what you have to do is, upgrade your weapons and defenses as fast as possible to survive and conquer in the future. As it takes much time for upgrades most often from level 3 and above, you have to make decisions that which buildings and items would be given the priority for the upgrades.
Here are some of the most important facts for your consideration.
1. Bottom right of the game you could see missions panel. Completing each of them will give you oil and metal. Collect those rewards when you complete a mission, those resources will enough for you to upgrade your base at the beginning of the game. Also keep in mind to collect resources if you have sufficient fee space in your metal and oil storage.
2. Throughout the game you could speed up all the upgrades and unit creations if those taking less than 5 minutes.
3. If a unit get less than 5 minutes to produce, but if you produce lots of those at once by queuing it may take more than 5 minutes. In that case you can't speed up. So you have to queue unites to take total time less than 5 minutes to speed up.
4. Command Center, power plants and storage buildings are the most important and vulnerable buildings. Keep them defensive using turrets and troops and you could keep the rest of the building separately.
5. At the beginning try to build and upgrade items which takes less than 5 minutes. Then you can speed up and save lots of time. After that give the priority to to upgrade items which takes lesser time. Even in those the remaining time is less than 5 minutes you could speed up.
6. If you are lack of resources you could find those by attacking to the Rough Factions on the world map. Those are colored in yellow in the world map. Remember to attack only to Rough Factions because if you attack to other players' bases or others oil or metal deposits, they will counter attack to your base too as a revenge! Also if you attack to other player your 7 days damage protection period will be ended.
